For those of you suffering from weird problems with fsockopen and any function that relies on socket
connections in PHP (like I was with DOMDocument->loadXML() and ->validate()), receiving errors
like "host is down", etc., check to make sure you're not running PHP 5.2.0 - certain
builds of this version of PHP seem to be unable to make socket connections of any type.
