note 75430 added to ref.mssql

I was getting the error: Fatal error: Call to undefined function: mssql_connect() in C:\apache\htdocs\mssqltest.php on line 5 I had followed all the instructions and had restarted apache. After some tests I found that php was not reloading its .ini file. A quick reboot of the computer fixed it - restarting apache doesn't fix it.
