It seems impossible to do the following:

Why?!!

If not set from the drop-down menu to your language,
don't ever dream that Apache or IIS is gonna let you
use iconv successfully! on (Windows)...
Why?!
Ask the question marks ????????? of my strings ..
I wounder how those hosting Incs mixes up with the
smooth going of data streams which is:
1.>>>Windows + IIS + MS Access + Non En/En Data + ASP
2.>>>Linux + Apache + MySQL + Non En/En Data + PHP
3.>>>Any + Any + Any + English Data + Any
4.>>>Any + Any + Any + Any + Any + Dedicated
Server
Finally, tell hosting Incs, " Don't offer a mix, unless you can
mix. And there is no mix without a dedicated server ...
