note 77062 added to function.ini-set

I have a site up on a local server and I have forms on it. They are not working, but I think that might have to do with being on a local server. Anyway, when I try to submit something I get this error. Warning: mail() [function.mail]: Failed to connect to mailserver at "localhost" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in D:\wamp\www\Final\contact.php on line 98 I noticed this ini_set() on the third line and looked it up in the manual. I sort of get what it is, but what is it telling me to do here?
