note 78521 added to function.fopen

i am deploying php in apache on linux platform. now when i use fopen, this warning occurs. Warning: fopen(http://trialhost:81/DOCUMENTUM//ss007-2007052634012.jpg) [function.fopen]: failed to open stream: HTTP request failed!
