If you want to convert a cyrillic utf-8 string you may find next function usefull:

function utf8_tolower ($input_string)
{
$string = iconv('utf-8', 'windows-1251', $input_string);
$string = strtolower($string);
$string = iconv('windows-1251', 'utf-8', $string);
return $string;
}
