May be I'm not getting something, but this code:

print mb_detect_encoding( "ñ" )
print "<br/>"
print mb_convert_encoding( "ñ", "UTF-8" );
?>
Will yield this output:
UTF-8
ñ
So, was the string encoded in UTF-8 or wasn't it?
