On a punbb forum on windows where mt_rand(1, 2147483647) is called probably a couple of hundred
times an hour (for inserting into a search cache), we're getting the exact same value returned
_several_ times an hour.
I don't know what the root cause here is, if it's windows or whatever, but I suggest NOT
relying on this function for anything security related.
