Is it possible to experience multitreading related problems with setlocale (as stated in Notes
section) on IIS, when PHP is called as CGI binary?
If I understand the principle of CGI correctly, then CGI exe file is called for every PHP script
file, so the described IIS multithreading issue can not occure, because eventhough IIS is running in
multiple threads each thred must call CGI binary for itself in order to execute php script file, so
no interferences are possible.
Am I right, or am I missing something?
