I'm using imagick 2.1.1_rc1 and I face the same issue sgarner described,
I have 2 images: 520x352 and 520x351. Using
$image->thumbnailImage(70, 50, true);
created images at 73x50 and 74x50 respectively.
I expected (and needed) 70x47 for both.
