note 82093 added to features.file-upload

Hi all, I have problem with uploading the arebic named images. If image name like خالد.jpg I'm not able to upload, and file type browser contain the link as follow: C:\Documents and Settings\All Users\Documents\My Pictures\Sample Pictures\____.jpg file name is "خالد.jpg" and it is replaced by " ____.jpg" Please help me to solve this issue.
