Here is my small contribution to create a file and open it in write mode:
<?php
//-- This is a very simple example to create a file and open it in Write Mode
$filename = "PATH TO CREATE FILE + NAME OF FILE";
$log = fopen($filename, "a+");
fwrite($log, $data);
fclose($log);
?>
