note 82717 added to install.problems.support

I cannot get either apache or php to work, and I cannot find a file called php.ini. I have no clue what I am doing wrong. I also cant find the file called httpd.conf. Do I have to create these files or something? If you can help me, please e-mail me at thatrascalkitten@hotmail.com.
