If set_include_path() is failing inexplicably, beware that you are not setting the include_path in
Apache configuration using the php_admin_value directive.
This directive is not available for .htaccess files (where the simple php_value directive is). It
must be looked for at the server or virtual host levels, for example. It *cannot* be overridden,
even at runtime.
This seems to be a feature, and possibly a new one in version 5.2.5 at that. See discussion at http://bugs.php.net/bug.php?id=41561
