Here is my explanation of why a URL given to the browser in the header does not have & :-
The & is required in the HTML presented to the browser, the header creates a URL which is
outside the HTML and therefore is passed directly to the browser without being interpreted as HTML.
Which means there are three kinds of slightly different addresses in PHP:-
1. Internal file system addresses like
e.g. include ('/home/public/www.example.com/order.php')
2. HTML (&='&')
e.g. <a href="http://www.example.com/order.php?qty=12&item=nuts">link</a>
3. Header redirect URL (&='&')
e.g. header('location: http://www.example.com/order.php?qty=12&item=nuts');
