Is it possible to always load a specific global php.ini and let the user override any of the
settings in a php.ini in the directory of the PHP script? It seems that defining an own php.ini in a
PHP script directory completely replaces the "global" php.ini that would otherwise have
been loaded if the own php.ini hadn't existed.
