note 83413 added to function.stream-filter-prepend

In the french version : "stream_filter_prepend() ajoute le filtre filtername à la liste de filtres attachés au flux stream . Ce filtre sera ajouté avec les paramètres spécifiés dans params à la fin de cette liste et sera donc appelé en dernier durant les opérations de flux." There is an error, it's not "à la fin" (the end) but "au début" (the beginning). I guess it's a copy/paste from "append".
