Your example shows that the PHP date() function breaks from the Y2K38 bug. However, it does not show
that the PHP time() function will break on 64 bit systems.
If PHP uses native operating system functions to fetch a timestamp with time(), then the PHP time()
function may work fine on 64 bit systems.
Considering the amazing speed difference between time() and date("U") (which is ~400 times
slower), I suspect that very different processes are at work between the two functions.
