note 83592 added to tutorial

Very helpful setup-instructions. As I started with xampp I had no problem to do all the required steps to get that whole thing running. I programmed my entire website ( http://www.mywebsolution.de/ ) on my local drive at first and I still keep doing it that way, if I try out new scripts.
