The last comment about setting values in .htaccess is not right. These lines both result in
display_errors being turned off:
php_value display_errors true
php_value display_errors off
So PHP does NOT coerce the value into a boolean, but it checks for exact values of the string. These
both work:
php_value display_errors on
php_value display_errors 1
