You might find that imap_utf8 returns a string in uppercase.
A workaround for this I have found that worked is using this instead:
function imap_utf($string) {
return iconv_mime_decode($string,0,"UTF-8");
}
$subject = "=?utf-8?B?dGVzdA==?=";
echo utf8_decode(imap_utf($subject));
returns : test
