note 85164 added to function.exec

For windows, winnt.. IIS6 and php 5 using the dll. I was trying to figure out why exec commands were not working. There is a post here suggesting you add iusr to the whole C drive which I am not ok with. I eventually found that if I allowed the iusr account to access C:\windows\system32\cmd.exe things worked.
