What's missing is an array that holds a list of local variables.
ie:
<?
function foo(){
_ _ include('define_a_bunch_of_vars.php');
_ _ foreach($LOCALS as $var)
_ _ _ _ real_important_process($var);
}
?>
But... there is no "$LOCALS" array. Doh!
