Incorrect because it claims "Returns TRUE if every character in text is a decimal digit, FALSE otherwise." In reality it returns false when given an empty string. This is a contradiction. Incomplete because it assumes that the parameter is a string and doesn't specify what would happen if something else is passed. In particular, passing an integer should intuitively work, but doesn't.
