openssl_pkey_get_public can obviously also be used with a PEM formatted public key as in :
<?php
$pub_key = openssl_pkey_get_public(file_get_contents('public.pem'));
?>
May be option 3 in the description of the certificate parameter is just a typo an should be read :
3. a PEM formatted public key.
instead of :
3. a PEM formatted private key.
