I have two accounts with 000webhost and i have never been asked to download and execute anything.
Just sign up and use. They do ask however for you to put an advert on your page, but this isn't
compulsory
They are part of Bluehost, one of the largest hosts in the world and they provide no support to this
free space. If you have problems you need to submit a ticket for, they say they are sorry but if you
upgrade to the paid hosting they will be able to help you. So they use it to get people hooked then
get you to upgrade
All in all though a great FREE host
