At runtime you can lower the memory limit or remove it altogether, but you can't increase it.
If your default memory_limit is 8M:

ini_set('memory_limit', '4M'); // works
ini_set('memory_limit', '-1'); // works
ini_set('memory_limit', '16M'); // doesn't work
