note 87553 added to function.strftime

For lamb - your fiscal date function seems to be quite useful. However, from practical point of view the third argument is unnecessary. It's quite easy to rewrite the function to be intelligent enough to compute this argument by itself. Moreover, this argument may be a little harmful. If my fiscal year starts on the 1st of March, I cannot set one date when it ends.
