note 87559 added to language.types.integer

The french translation isn't correct in the note about the billon limit for the 32bits signed of an integer. In english, billion is 10^9, and in french we say "milliard". But the word "billion" in french exists, and it means a million of million : 10^6 * 10^6 = 10^12.
