I would change the latter example this way:
function is_assoc($_array) {
if (is_array($_array) == false) {
return false;
}
foreach (array_keys($_array) as $k => $v) {
if ($k !== $v || $_array[$k] !== $v) {
return true;
}
}
return false;
}
