It wasn't until I also added LIBS="-lirc" to the beginning of the configure line that
it would configure without errors. It also compiled fine after that. So the start of my configure
line looked like this:
LDFLAGS="-lirc" LIBS="-lirc" EXTRA_LIBS="-lirc" ./configure

This was a good starting point to get php built against the Intel-compiled mysql, but in my case,
there were still errors. It wasn't until I also added LIBS="-lirc" to the beginning
of the configure line that it would configure without errors. It also compiled fine after that. So
the start of my configure line looked like this:
