note 13870 added to install.iis.php

Given all the warnings listed above, I thought I would circumvent the ISAPI .DLL location problems by setting the system environment PATH setting to include ...;c:\php;c:\php\sapi path elements. Restarting IIS did not seem to be enough... I had to reboot. Only cursory testing so far, but it does seem to work. I have ISAPI under IIS 5/Win2K. I didn't try the CGI module, but this may fix that as well. I do not, yet, have any extensions active... I may have to add c:\php\extensions to the PATH as well. http://www.php.net/manual/en/install.iis.php
