If you are using BSD, watch out to set putenv('LANG=...') along with setlocale(LC_ALL,
'...'), as your own translations will not work. This will produce an error if you use
safe_mode=on, and don't allow the $LANG variable to set from the php.ini.
Maybe it is more like a BSD related problem. I posted a bug for this, which is still unanswered.
