max_execution_time documentation:

Please see that both max_execution_time ini param and it's unsafe mode alias set_time_limit()
doesn't set execution time at all. It's value is more likely a processor load limit
(
ps -o time param in *nix) and depended on cpu resources given to process.
Not only sleep() or system() calls ignore max_execution_time; the typical web server with
multithreading support shares it's resources between php programs and real execution time is
always greater than process cpu time.
So documentation on this param should not speak about time: it is normalized cpu resource counter,
not a timer.
