note 13899 added to function.rmdir.php

I'm having trouble with this function. I have three folders within a parent folder. When I try to delete the four folders recursively, I get a permission denied error on every folder UNLESS there were files inside one of the folders which I delete before deleting the folder. If the folders are empty to start with, I have to write a dummy file into ONE of the folders then delete the file followed by the folders. I am using PHP Version 4.0.3pl1 with IIS 4 on WinNT server 4.0 (remove underscore from email address to reply via email) http://www.php.net/manual/en/function.rmdir.php
