RFC 2822 has been obsoleted by RFC 5322 (http://tools.ietf.org/html/rfc5322). Not much has changed,
but if you want to quote an RFC then this is the current one.
Regarding the use of regexes to validate email addresses; I wrote a short essay about it here: http://www.dominicsayers.com/isemail/ which
includes some test cases to check whether your regex is validating correctly against RFC 5322.
