If you have a server with WHM/Cpanel installed, it evidently requires a complete recompile to add
this feature.
For anyone else hosting on theplanet/RHEL 5.2, you can find this in the WHM control panel via
Software -> Apache Update -> (PHP Image Manipulation or PHP Encryption and Image
Manipulation).
Hope that saves someone else some headaches!
