Attempts to write stip_tags_attributes function looks like endless loop of finding vulnerabilities
in function, patching them, then again vulnerabilities, then again patch...
I decided to use HTML_Safe package from http://pear.php.net/package/HTML_Safe
I works fine, but, of course, it is slower then functions written below. You decide =)
