Expiration time is set on the server side, based on server time(), howerver client must decide
whether to use the cookie or not only by his system time, which may be different by a lot more than
30 seconds. So not accepting the cookie might not be your IE7 fault at all, just don't set
cookie for such a short period, it's not reliable.
