The timeout is tricky as far as I read it depends on the time synchronization between the server and
the client. If the GMT time is different (for example your computer is 5 min forward from the server
time, don't know about the daylight saving problem) then the cookie timeout if affected by
this.
Since I didn't very this information don't take it as factual but as a possible reason for
problem (like the one below about IE).
The second conclusion is to use big values. For small values use something else (sessions,
database...).
