When a file will i going to be accessed its the first considered what will happen if connection
break. Specially when you are dealing with REMOTE FILES.
So I think TIMEOUT should be considered. Many webhosts are closing allow_url_fopen due to this.
So how timeout factors should be implemented in every local or remote file access must be considered
by PHP developers.
for FOPEN, FILE_GET_CONTENTS and every remote file access function consider the timeout factors
