note 91151 added to filter.filters.valiate

Please correct me if I'm wrong, but is there two flags from FILTER_VALIDATE_URL missing? FILTER_FLAG_SCHEME_REQUIRED FILTER_FLAG_HOST_REQUIRED Strange thing is, that these flags are documented in many PHP books, but never work for me. Even if I don't use FILTER_FLAG_SCHEME_REQUIRED the filter still requires using of the sheme (http:// or ftp://).
