After spending some time I figured out calling "exit" after
header("Location:page.php"); is pretty handy. In PHP 4.4
header("Location:page.php"); combined with header_sent(); doesn't give significant
information for why header("Location:page.php"); is not working. But calling exit right
after header call forcefully made header("Location:page.php") to work.
