Your code is mostly correct, however as PHP doesn't realise that a 301 has been sent, it still
sends the 302. Try sending an HTTP header instead of Status to get the correct results:
header( "HTTP/1.0 301 Moved Permanently" ); # 301 Moved Permanently
header( "Location: http://".CLIENT_DOMAIN."{$_SERVER['REQUEST_URI']}"
);
