note 93031 added to ref.fileinfo

aidan at php dot net: It appears that is not true of the version of PHP 5.3.0 the XAMPP team shipped with 1.7.2 (at least on Windows). I am guessing fileinfo was compiled out since none of the functions exist nor does the class.
