On Windows (XP Pro SP3) it was not sufficient to set
the locale
<?php setlocale(LC_ALL, "de"); ?>
Prior to that I had to set the variable for the environment
<?php
putenv("LC_ALL=de"); // german
setlocale(LC_ALL, "de");
?>
Without putenv no translation was found!
