note 93231 added to intro.spl-types

The SPLInt should now never be removed from PHP as we've been working for the last two years on the "RA PHP Framework" (www.raphpframework.ro) which is actually the first Strong Type Hinted framework out there. We would love this extension to become stable and optional as it would allow the framework we're working on grow exponentially.
