note 93679 added to function.file-get-contents

DNS internet review! Who is the client for this get request? What DNS is this client looking at? Does the domain name you're requesting EXIST on this DNS. Ran into an interesting issue testing today. On a development server testing a new site we had a zone file set up which DID NOT include the "dev." sub domain. Requesting pages via the get_file_contents function returned a 500 error, as the DNS could not resolve the sub domain.
