note 93771 added to mbstring.installation

I'm a total newbie when it comes to this stuff and don't understand where this function needs to be placed or if I can do it. This is an error I'm getting when trying to install a script Checking if the mbstring PHP module is installed MISSING The mbstring module is not configured to load with PHP. Please review the instructions for enabling mbstring in the PHP manual.
