note 93804 added to mcrypt.setup

Hi Can anyone tell me how to setup Magento on Windows using Xampp? I have tried several methods but all to no avail. The searches that I came accross recommended that remove the ; in the php.ini files. When I made the changes nothing happened. I would really appreciate any feedback as I urgently need to get it working before Friday.
